Community Board 8 held its Street Life Committee meeting on Tuesday evening. Restaurant owners and their reps attended via Zoom in order to further their liquor license applications, and we learned about several new spots opening on the Upper East Side. While all of these bars and restaurants received unanimous approval for their liquor license applications, please note that community board approvals are advisory only.

The owners of Italian restaurant Paolo’s are planning to relocate from their current location at 1361 Lexington Avenue to 1302 Madison Avenue (between 92nd and 93rd streets). Paolo’s previously had a location across the street at 1295 Madison. The family business first opened in 1983 and the space they plan to take over was previously home to Vicolina, another Italian restaurant.
A Japanese restaurant called Kasha will be taking over the space at 1312 Madison Avenue (also between 92nd and 93rd streets), which was previously occupied by Hiramasa. A representative for the forthcoming eatery says the two-floor restaurant will accommodate 22 customers, with six of those seats being at the sushi counter. Expected hours of operation will be 12 p.m. to 10 p.m.
The owners of Dimsum Garden at 1068 Second Avenue (between 56th and 57th streets) are planning to open a new location at 1134 First Avenue (between East 62nd Street and East 63rd streets). We last wrote about this upcoming restaurant in October. Expected hours will be 11 a.m. to 11 p.m. on Monday-Friday and 11 a.m. to midnight on Saturday-Sunday. The space will accommodate 49 patrons.

Zofia Kazan is planning to open a new spot called Z Bar on the lower level of 301 East 84th Street (between First and Second avenues), where Not a Speakeasy is currently located. There were some concerns about Z Bar’s expected hours, as Kazan plans to keep it open until 2 a.m. on Monday-Thursday and until 4 a.m. on Friday and Saturday. The attorney representing Z Bar argued that Not a Speakeasy, which has the same hours, hasn’t gotten any 311 complaints–though one board member argued that Z Bar could attract more business and cause more of a disturbance. In any event, Z Bar ended up getting a unanimous approval from the board. The timing was a bit unclear, but we’ve reached out to Not a Speakeasy to see if they have a projected closing date.
The owner of Kelly’s Sports Bar in the East Village is expanding with a new location at 1154 Second Avenue (between 60th and 61st streets), which is currently home to Subway Inn. The bar is expected to stay open until 4 a.m. and will serve pretty typical pub food. The attorney representing Kelly’s said they’ll be taking over the lease on January 1.
