At about 12:58 a.m. on Sunday, December 29, NYPD officers observed a man with an empty hand truck entering and exiting 352 East 89th Street, a rental building located between First and Second avenues.

An officer stopped the individual, who claimed to be dropping off packages, but “upon further investigation,” items (a skirt and a dress) fell from his jacket.
A search was then conducted, and he was found to be in possession of a screwdriver, hunting knife, “five glassine envelopes of alleged crack cocaine, and a glass pipe with alleged crack cocaine residue,” police say.

Police arrested 47-year-old Juan Rios, currently homeless, on the following charges:
- Burglary: Illegal Entry with Criminal Intent
- Possession of Burglar Tools
- Criminal Possession of a Weapon
- Criminal Possession of Stolen Property
- Criminal Possession of Controlled substance
