Construction to Begin on New Affordable Housing Development on Third Avenue

A 19-story building that once functioned as a college dorm and more recently served as a migrant shelter will soon be converted into an affordable housing development.

Breaking Ground, the organization that will be operating the site, issued a press release stating that construction at 1760 Third Avenue (between 97th and 98th streets) will begin on Feb. 25, and that they’ll be offering 435 affordable units to qualified applicants.

In the summer of 2023, Mayor Eric Adams announced that the former student building would be used to house 500+ migrant families. About a year later, the building’s forthcoming transition was announced, and 1760 Third Avenue stopped operating as a migrant shelter in November 2024.

The facility was the setting of some violent conflict during its asylum seeker center designation, including a fatal stabbing which took place outside the shelter in May 2024.

As for the new residence, Breaking Ground, which will be acting as property manager, says the property will reserve 261 out of the 435 units “for individuals working their way out of homelessness,” including a set of units reserved for young people aging out of the foster care system.

“The balance of 173 units will be set aside for families with incomes at or less than 60% of the area median income,” the organization added.

Breaking Ground bough 1760 Third Avenue for $172 million in June 2024, with the NYC Department of Housing Preservation and Development (HPD) providing $126 million for the acquisition, as well as support by other organizations.

We reached out to a press representative for Breaking Ground who told us construction is expected to take 18-24 months, adding that “Each apartment will be refreshed, fitted with kitchenettes and furnished for the arrival of residents. The building will feature amenities such as a multi-purpose room, a gym, a computer lab, a medical suite, as well as office space for Breaking Ground’s property management and social services.”
